Did you raise this with PALS at the hospital before appealing?
Complaining to them can very often get tickets cancelled without having to go through the POPLA rigmarole.
No but I have just done that now. Thank you for the suggestion

No , sometimes people are obsessed with templates and bore the recipient when it's an obvious template

Time to practice good old fashioned letter writing
I'm not worried about boring my MP; I very much doubt they will read it and will just send me a generic response to fob me off. At least that's what's happened previously when I've bothered to write to them.
I don't have much time to pratice letter writting either as I have a new born, full time job, couple of businesses, and volunteering.

Then your MP email complaint should be similar to the PALS complaint , asking them to complain to the claimant and the trust and reminding them of the current Mhclg and BSI involvement

    PALS replied:

"Thank you for your email. I am sorry to learn of your concerns regarding the fines you have received from Car Parking Partnership (CPP). Unfortunately, UHCW NHS Trust does not own or manage the car parks here and they are managed by CPP so regrettably I am unable to assist you further.

However, any queries or concerns relating to car parking can be sent to visitor.parking@uk.issworld.com who will be able to assist you further"

If they are not the landowner then it's worth finding out who is the actual landowner

A Google search of issworld shows this

Coventry and Rugby CCG have (eventually) said:
"Thank you for your email. I have been liaising with The University Hospital of Coventry and Warwickshire and they have confirmed they will be in touch with you once they have looked into your correspondence."
    DPO has responded:

"Please see below all records we hold from our ANPR systems pertaining to your vehicle on the date of the parking event, we have also attached the corresponding images for your records. We note the point raised within your email below relating to your visit on the date of the parking event and have passed this onto the Appeals Team for consideration."

So what do those images actually show, at each point? You know better than us what it is portraying.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Using their car park terminology (i.e. WaC and DAR)
    1. enter WaC
    2. leave WaC / enter DAR (it's the same pic and time stamp)
    3. leave WaC / enter DAR (it's the same pic and time stamp)
    4. leave DAR
    5. enter WaC
    6. enter WaC again
There are clearly pictures missing as the last two are pictures of car entering which they are using to claim a parking event.
