Ryanair Passenger Tax Refund

I have a no show flight with Ryanair, Are they within their right to charge a £17 admin fee to refund the Tax which they have collected and not paid to HMRC?

£34 in total? 2 passengers, I had the same with EasyJet but they refunded without a fuss or any admin fee. Certainly will not use Ryanair again.0
