I find "As a gesture of goodwill" when used in corporate speak toe curlingly patronising, and its not just PPC land guilty of this.Just appologise for the inconveineince/mistake/whatever.From the Plain Language Commission:

I agree, I hate that rubbish.
There is no goodwill in harvesting people's data by using excessive surveillance cameras 24/7 then only cancelling the PCNs when the press find out that no-one has bothered to check whether the land within the boundary belongs to the same landowner.
ANPR, CCTV and the various surveillance cameras misused by PPCs must be curtailed. And I am sure they will, in the end.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Just watched it and it was mainly this story with Steve Clark appearing by Zoom or similar , first time I have put a face to his name !!
He is hoping the CoP announcements will be made by Xmas and implemented in the new year2 -
