From your description there seem to be 5 people involved, none of whom behaved perfectly.
But a banker, engaged at enormous expense,
Had the whole of their cash in his care.

Thanks all....not quite as you all comment....I should have explained better. Not a major junction, small roads, I was already half turned and 3 people just step across I wait for the last to clear and inch forward and bump. It happened quickly and as the road was narrow and the road as I turned into it had a choke point it seemed to me aggressive to cross like that with such little space...I have driven for 20 years and never had an accident before can many of you claim that. So thanks for the  comments regarding reading a Highway Code. Iaccept I should have looked but I was open mouthed by the pedestrians who just cut across me and when I returned to the site and approached from the direction of the driver I bumped  into I wondered why he would think to drive at the speed he went through when he could see my position...anyway lesson learned
It doesn't matter whether it was small or large. With very few exceptions, one road at a junction will have priority, i.e. the major road. So:
    Was it a T-junction or a crossroads?
Were you turning from major to minor, or vice-versa?
    Turning left or right?
    Where exactly were the pedestrians?

Even so, many people never have an accident (doesn't mean they are not partly involved) I can't see how after 20yrs of driving, you have been left open mouthed by the action of some pedestrians.
I wasn't there but this is what I summise happened, you slowed to allow some pedestrians to cross near a junction, for whatever reason the vehicle driver behind was somewhat wound up by your actions prior, at a point he could pass, you decided to accelerate and unfortunately collided into their vehicle, I'm not an underwriter.
Let your insurers deal, however, the outcome doesn't look in your favour.

OP - have you come here really wanting to know who is at fault as per your post title or for everyone to tell you that you're not at fault?

Assuming the former then for somebody who has been driving for 20 years to have not spotted the pedestrians and/or anticipated that they might cross the road in front of them is a bit concerning.  And that is before even considering the fact that you clearly had no idea as to what other traffic was doin around you.

The fact that you aren't fully answering the questions you are being asked leads me to think that you know that you didn't have the right of way.   To me it sounds 100% your fault

On the basis of what we've heard, the driver of the other vehicle, who was "bumped" into, may be entirely blameless...

This is why I recommended he do an advanced driving course, it sounds like he needs it , he has clearly picked up bad driving habits and has forgotten what he learnt before he passed his test
