Whose at fault?

Turning left into a road 3 pedestrian step across the road, I am watching and inching around them, they finally get out of my way so I move forward still watching them, a car cuts across me and I dent his rear panel. We stop and chat....normally I would say I am at fault for not looking right but as I was already turning onto the road and 3 pedestrians needed my complete attention I thought he was at fault for cutting across me....I said you saw the people, he said yes, so why didn't you slow down?You think I would expect you to cut across me. .Who is at fault?

Not enough info where was the other car coming from. Were you turning from a major to minor road or minor to major.
Why were you inching around pedestrians. You should have remained stationary until they were out of the way then performed the required observations before continuing the manoeuvre once safe to do so.2 -
As above if if pedestrians had started to cross they have right of way, you should have stopped till your exit was clear, maybe have a read of the highway code.0

As above, not enough info. Where exactly were you positioned and what do you mean by "a car cuts across me", do they overtake you, were they turning in from the other direction? A quick sketch might help.2

So YOU drove into him?0

As above, you stop for someone crossing the road and then continue, it sounds like they were crossing from your right to left and you moved right to barge around them into the other lane
If that's the case it's totally your fault
It's coming upto Xmas maybe you should ask your family for a copy of the highway code and learn it, also maybe an advanced driving course would improve your lack of skills0 -
Thanks all....not quite as you all comment....I should have explained better. Not a major junction, small roads, I was already half turned and 3 people just step across I wait for the last to clear and inch forward and bump. It happened quickly and as the road was narrow and the road as I turned into it had a choke point it seemed to me aggressive to cross like that with such little space...I have driven for 20 years and never had an accident before can many of you claim that. So thanks for the comments regarding reading a Highway Code. Iaccept I should have looked but I was open mouthed by the pedestrians who just cut across me and when I returned to the site and approached from the direction of the driver I bumped into I wondered why he would think to drive at the speed he went through when he could see my position...anyway lesson learned0

I think that is even less enlightening and confusing than your original post. "I wait for the last to clear and inch forward and bump". So you inched forward into something you didn't see and that had "cut across you"? Were you looking?My father drove a car for nearly 60 years (in fact he was Commercial Unions' first motor insurance customer on the Isle of Man) and never had an accodent. I can assure you that that was because of luck and not judgement or skill. (In fact he acquired a driving licence before taking a test was a requirement).2

Still makes no sense... If OP is turning left into a minor road, pauses and waits for pedestrians - where did the other vehicle come from? Did they turn right from the road you were exiting and pass you? Then cut in sharply?
Were the pedestrians going right to left across your path or left to right? I'm assuming the former otherwise the passing vehicle must have run them over to get ahead of you.I need to think of something new here...1 -

It sounds like you were turning out of a T junction and collided with a correctly proceeding vehicle after you crossed the giveway lines.
If that is the case then you will at least be the majority to blame if not 100%... there would need to be complicating factors like the TP was on the wrong side of the road or overtaking queuing cars (not parked) for them to be held partially responsible. When turning out of a T junction its always your responsibility to giveway to other vehicles no matter how slowly you join the carriageway.1 -
