First of all - I couldn't find any suitably named subforum for currency exchange. This forum seems more suitable than most (my logic is

I am going abroad for a cosmetic procedure, and I need to bring 9,750 euros in cash with me. I need to buy this amount of euros with GBP. What is the best way to achieve this?

Why does it have to be cash? I wouldn't buy a cardboard box from a business that doesn't let me pay by bank transfer, let alone let someone who deals in cash only perform a cosmetic procedure on me!
If you can pay by bank transfer, Starling Bank will be an excellent choice. Whilst you can withdraw Euros at ATMs in Euroland, the limit is £250 a day (I think), so it would take you a month and a half to get 9,750 Euros in cash with that card.0 -
Not being able to pay by card or bank transfer seems a bit suspect. Have you asked if they can take a card or transfer? If you can pay by card, get yourself an overseas travel credit card. If you can pay by bank transfer there are plenty of overseas transfer providers - and comparison sites for them.
If it must be cash, then an exchange bureau is really the only option, so compare first and ideally order online so you're sure you'll get the rate when you arrive.

Having to pay cash is a huge red flag. No reputable clinic is likely to make such a demand.

There are countries (such as Turkey) that offer medical tourism and require payment in hard currency cash to avoid their own unstable currency and banking restrictions.
They might also accept GBP if asked, at an agreed equivalent value that may work out cheaper than exchanging to euros.Evolution, not revolution2
