  • Thank you all for your help and advice, it is greatly appreciated. I will continue trying to find the landowner, hopefully without having to pay to find out. Aside from that, I will wait to see if any further action is brought against me and file any letters from debt collectors.

    Have you tried contacting the council and asking who pays the NDR for the car park?

    The cafe owner sounds sympathetic so why not ask them whether they have tried to cancel the PCN?  And if they can't because they don't own the land, ask them who does own or manage it.  
  • Hello, I have received this now. Does this mean the case will definitely be going to county court and if so, is there anything I should be doing in the meantime before I get the official summons? Thank you.

    What summons, this isn't a criminal case, there is no 'Summons'!  If they have your correct address sit on your hands and read the NEWBIES thread to learn how to recognise a proper Letter before Claim from a solicitor, because that ain't one!

    Because a lot of people are lazy and think its the job of other people to do the job for them.   
    They want things handed to them on a plate 
    Like normal life....
    And even when you give people clear and concise information they come back and ask more questions yet havent read what you gave them!!

    Politicians want a more fair society.   I am where I am because I studied hard at school, worked hard, did not gamble, take dugs, or drink heavily, and took risks with my capital which paid off..  In all I made the best of the hand dealt to me.  II do not feel that those whom my taxes support are my equals.
