I need a contract that you cannot go over the limit of £0
Beware of this, depending on the package you choose, if she has a package with a specified number of minutes and has used them all how is she going to contact you in an emergency whilst away from home? Perhaps ensure you choose a package with unlimited minutes,

    Lebara also do capped deals.

1000 minutes per month, unlimited texts and 2gb data for £5 per month. Sometimes the MSE site has promotions on a number of mobile providers if you look in the Household Bills section.

    Lebara use the Vodafone network.

My daughter is using to much money on pay as you go so can I get a sim card with no data but unlimited texts and maybe unlimited calls. If I've go to get a sim with data what happens if you use all the data as I don't want to be charged extra.
Depends on provider, some just cut it dead others will start charging
You can set limits to data but these can be over ridden, maybe by your DD

Maybe something like Voxi would suit her better?
12 GB data with Endless calls + texts & social media etc for a tenner a month rolling contract

All post paid providers are required to have spending caps and prepaid require topped up by card/voucher.
How much data does she need with the current situation as wifi will cover most data use at the moment

O2 do a £5 Bundle of unlimited calls and texts.  I am on O2 PAYG £5 bundle, but for the last 2 months they have given me 5GB data free. I ordered the sim in July via TCB bought a £10 top up using the £5 bundle, received £8.50 cashback and was given a £10 for signing up and £5 for signing in to my o2. So for 5 months service it will have cost me £1.50, come December I will have to decide if I look for another deal.
  • I have a Smarty sim for my iPad. It's a rolling monthly contract at £10 for 30GB unlimited texts and calls.
  • Get her an Asda sim
Unlimited calls and texts, no data, £4 a month which can be set to auto renew or manual renew
Even the one with 3g of data is only £5

  • Further to my recent comment
Get her to switch mobile data off on her phone too
The it only connects to available wi-fi
It can always be switched on in a jiffy if required
    ie remote area

Plusnet cease services in June 24. Not taking on new customers, any existing customers are being offered deals at EE or can PAC their number elsewhere.
