Watersure ending question

Hi,
I have two questions about my watersure and am wondering if anyone here can help me.
I have 4 children so was receiving watersure due to have 3+ children under 18 in the house. Ds1 is 19 and Ds2 turns 18 in 2wks. This means only 2 will be under 18, so I am no longer entitled to the watersure scheme.
So question one is, does it end the day he turns 18, or will it finish the current year I am on, but I will not be able to renew for another year.
Question two is about billing. Our water meter is out in the street under a manhole cover and we have no access to be able to read the figure. This means there is no way we can track what we are using, like we can with gas and electric, and we can't even check what figures they are inputting for usage.  My husband says this shouldn't be allowed and due to this they should either fit something in the house for us to monitor it, or take us off the water meter and allow us a regular yearly charge. Does anyone know where we stand with this. Surely we should be allowed some way to keep an eye on our own usage and be able to control our bills somewhat.
I will be ringing united utilities, but as I am completely clueless about this, I was hoping to find out others opinions and any other information before I phone.

    WaterSure is for 3 children UNDER 19. So if you're still receiving child benefit for the 18-yr-old, you can remain on the scheme.

    A water meter in the street at the boundary of the property is normal, and I suspect the majority of meters are situated in that position. So why have you 'no access to be able to read the meter'?

    • Outside your property next to the stop tap, near the property boundary (which is our preferred location).
    • Outside your property adjacent to the property wall.
    • Inside your property with a radio-read facility.
