Probably not. Otel.com have featured for years as chancers - here's something from Tripadvisor 4 years ago

After going through Expedia's online reservation and payment system we received an e-mail from a company called Otel.com with our booking record and voucher. When we arrived in London and went to check in the hotel had no reservation record for our pre-payed room"

"I did this two month ago and prepaid the room. I received a voucher but the hotel new nothing about it. I also had to book another room. For several month now I am writing e mails back and forth with otel.com. But their only response is that they will start investigating or that they blame somebody else."

"People complaining they cancel bookings and do not return money. No answers to any emails and no way to contact them. All the signs are there to AVOID"
