Unlike the OP I received notification of a refund due - not by e-mail but by text! The spammers/scammers/thieves* couldn't even be bothered to spoof a proper DVLA phone number but used a random mobile (+447.....). Posted also in Praise, Vent and Warnings board.

Loads are sent and from different so called companies, they try their luck for stuff like this relating to recent events and hope people fall for it.1
