Oh don't get me wrong, I have been burdened by noisy neighbours. I live next to a student flat and they have parties that make my walls shake. Perhaps thats exactly why I have little empathy for someone complaining about neighbours using their washing machine and counting how many loads of washing they do per week. That is not reasonable!
However, I appreciate it'll be annoying that the flat is not well insulated. The OP is barking at the wrong tree here, the tenants are not at fault.0 -

The landlord has a duty of care to ensure that the plumbing is correct.
He is liable for any leaks from his flat, if it is due to the negligence of his contractor it is still coming from his flat.

I'm not saying it's the case here and I'm not gaslighting, but in many of the stories I've read about people in downstairs flats who get extremely bothered by noise from upstairs, it does eventually become a mental health issue for them. It becomes like Chinese water torture, and eventually they're disproportionately upset by any noise at all, because their nerves have been shot from long-term noise pollution.
I blame the Victorians They should have thought more about the future generations who'd come along and chop up their lovely houses!
