South West water are offering shares in their sister company or £20 off your bill , Judy wondered if this was legit

The financial charges etc are regulated by Ofwat and I would have thought SW Water would have cleared any scheme involving charges. I suggest you contact The Consumer Council for Water https://www.ccwater.org.uk/ with your query.
