TV licence paid by cheque, no record?

Cheques can be intercepted in the post and paid in to a 3rd party account if altered. It was well know a few years ago that cheques to HMRC were being taken at some point in the mail and paid into a account of a HMR C(cant say that bit)0 -

Original are destroyed in days.
Well versed as it was part of my job. We used to be able to request back 6 years. In the last couple of years it has got shorter & shorter. Now it is not even worth it on the same day.Life in the slow lane1
