The DVLA has now published the latest KADOE request numbers up to June 2020:
https://www.gov.uk/government/publications/who-dvla-shares-data-with
Looking at two of the larger Operators, Parking Eye and VCS, the number of KADOE requests made by PE in Jan-Mar 2020 was 495,111, whereas for Apr-Jun it dropped to 81,339 - an 83% decrease.
For VCS, the numbers were 41,099 and 7,878 respectively, so they are down 81%.
As we suspected, the lockdown has hit PPCs as hard as most businesses.
I have been providing assistance, including Lay Representation at Court hearings (current score: won 57, lost 14), to defendants in parking cases for over 5 years. I have an LLB (Hons) degree, and have a Graduate Diploma in Civil Litigation from CILEx. However, any advice given on these forums by me is NOT formal legal advice, and I accept no liability for its accuracy.

The heart bleedeth 🩸Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .
I provide only my personal opinion, it is not a legal opinion, it is simply a personal one. I am not a lawyer.

I wonder if this is why I and seemingly many others are now seeing PPC's initiating court action where they have previously not bothered for long-standing PCNs. Without as many new tickets, they need to pursue their old ones.5
