    Council PCNs can usually be overturned with pepipoo help.  It is WRONG ADVICE to say the person must pay.

    A friend of mine challenged a PCN with the LA. It had been a very bad windy day and the ticket had blown down into the foot well. She was asked to send in a photocopy of the ticket which contained her registration number and the PCN was duly cancelled.

    Same happened to another friend, PNC was cancelled but was told it was a one off and not to do it again. I think that sometimes they give you a tap on the wrist to make you more aware.

    I also have had two LA  PCN's cancelled for minor issues without any problem.

    It is this lack of parity that causes a problem when you encounter the PPC's

    LAs know that, if there is doubt, it will be overturned at appeal.  PPCs play a different ball game.  
    You never know how far you can go until you go too far.
