Elderly fathers ticket fell from windscreen- help

my father who’s 82, parked in a small council pay and display car park in Harlow, Essex for a hospital appointment on Friday. Long story short his pay and display ticket dropped into the footwell when he closed the car door, and he returned an hour later to find a Penalty Charge Notice on his windscreen, now he’s panicking.  He’s still got the pay and display ticket, can we appeal it, or is there a standard template letter to send them?  
Was hard enough telling him not to pay it until I’d looked into it for him

    Since we specialise in fighting unfair private parking charges here on MSE, you would be better taking this over to our friends on pepipoo.com as they are the police and council motoring experts.

    You will need to register on pepipoo with a non-hotmail email address before reading the FAQs, then posting both sides of your father's redacted PCN with your query.

    It will be a condition to display the ticket and he didn't - penalty to pay. Sorry.

    No penalty to pay if appealed unless a parking tribunal says so.

    I have had this exact situation and it's as robin9 said. I had to pay my the fine I asked them to at least refund the price of the ticket i had bought but no joy. My mistake was in my letter challenging the parking fine i said the ticket had fallen down. They said ticket not properly displayed so pay fine. Next time I  would say the ticket was on display and the attendant must have missed it!

    Ps this was in a council car park too. I only appealed to first stage maybe others have had success taking it further???

    I'd be a tad more patient and wait for a Tribunal decision to see whether such a definitive statement 'Penalty to pay' is correct advice. This, after all, is a Money Saving forum.

    I have appealed two council tickets sucessfully,  both had to go to an adjudicator as the council did not see sense.  
    You never know how far you can go until you go too far.
