E7/hot water problem

My hot water immersion is not coming on overnight. The switch on the consumer unit has not tripped and a plumber has changed the heater on the tank. I rent privately so I don’t really want to pay for repairs. The supplier says it’s the landlord’s problem and vice versa. The electrician has run a direct supply from the consumer unit to the switch and the switch works fine, it’s the “e7 that’s the problem?” Who do I chase up about it?

It's your LL's problem. The wiring on the downstream side of the meter is the householder's responsibility, be it a plumbing or electrical issue. Nothing to do with the provider. If it is a dual element immersion, does the boost side work?
Assuming you have NSH's, do they work OK? If so, the E7 side of the meter is energising correctly.
Between them the sparky and the plumber should be able to resolve it, under your LL's instruction.

You chase your landlord. Why would you be paying money to fix a problem in your landlord's property?Have you reported this to your landlord, in writing, addressed to him at the address provided (by law) for "serving notices" on the landlord?1
