What is the best cash ISA with facility for transferring money in and out?

I have for the past few years invested in P2P lending IFISAs, but now selling my loans and the cash is sitting in the accounts receiving zero interest.
Under the present uncertain financial situation I am very reluctant to reinvest this money in more loans.
I am looking for cash ISAs with the ability to transfer this money in and out again.
