6.3 You must make a Connection Action at least once every 180 days. If You do not, Your SIM Card will be disconnected from the Network and You will not be able to use the Services. You will lose Your mobile phone number and any Credit on Your Account at the time of such disconnection will be forfeited.
Q, Is there an english law that allows a company to terminate my contract in this way and also allows them to keep my money.
 My number has been cancelled using this term but my top up card clearly state it valid to top up my number until 07/22

You agreed to these terms once you signed up

If you do not like these terms it is your right in law to not agree & not sign up & not have access to the services

As you state the top up card is valid to top up until 2022, not that you are topped up until then

These PAYG terms are common, most of us just send a text every 3 months or so to avoid the situation you find yourself in
