Why would Ryanair or the Government be responsible?
Ryanair are operating the flight - people need to travel for work, to see ill family or return home etc. If you choose not to travel that's your choice.
The Government are advising against travel (not saying you can't) for non-essential travel - if you decide not to travel, that's your choice and not theirs.
The Government advice is exactly that; advice - if you choose to follow that advice no one is responsible for your losses apart from you.2 -

Ryanair aren't responsible for you changing your mind regarding your purchase. Nobody is stopping you from flying if you choose to do so.
Why would the government refund you? It's not the government's fault that you are choosing not to use services that you've paid for.💙💛 💔0
