Ultrafast Fibre - Government Rural Gigabit Scheme

Openreach are installing fibre to the premises, they encourage residents to pledge a freely issued Government Rural Gigabit Voucher worth £1500 to Openreach (the voucher has no other use) so as to contribute to the fibre installation cost. Clearly that installation cost is likely to be less per resident if you reside in a compact small town of streets with say 500 houses, but for those living in sparsely scattered hillsde farms, cottages or larger houses away from the exchange the real cost could be tens of thousands. So the greater the number of pledged vouchers the more likely the out of town residents will be connected.
Here's the crunch! The terms and conditions of pledging the £1500 require that within 2 months of the ultrafast fibre being available the 'plegers' must subscribe to a full-fibre connection for at least a year long contract, AT A COST THAT IS UNKNOWN, but obviously greater cost than the majority of normal current subscriptions. If a 'pleger' does not subscribe to a full fibre contract at whatever cost, then Openreach's terms and conditions allow Openreach to claim back from the pledging residents the full value (£1500) of the Voucher.
Has anyone any experience of subscription costs, when initially installed, of Ultrafast fibre to the premise? Has anyone experience of the seemingly unfair terms and conditions that will discourage normal currently low speed and low cost subscribers from pledging their free voucher so as to assist other far-flung residents in getting an acceptable speed broadband service.

The scheme is ofcom approved .
Openreach are allowed to put those limitations on the scheme to get a commercial return on their investment , the same rule applies for cabling a new development with lock-in period during which they are the only supplier.
