Op - go ahead and complain about it.
Force it to be taken down from up high and a lower and probably less efficient antenna put up instead.
One that is more likely to interfere with your own electronic equipment that is no longer built to reject radio interference

OP must have appeared next door???? after the Arial went up.
The aerial did not go up overnight - it will have a concrete base, rotator to twist it and can be lowered in high winds.
Also anyone can search the local planning applications going back years.
Other neighbours may well be happy to have a free repair boffin next door.
Any readers any idea where it is?
