I think that would just about sum up the situation, I do hope that the OP returns to update us with the conclusion of the story.
I know the information provided is a bit scant but if you look at the bill readings and the meter check in/out photos to me it looks like something must have changed dramatically from about February or March as in the last three months some 21640 units were used just on the day rate readings alone!
That’s a phenomenal amount of electricity for one person to use over three months, that would work out at using about 10 units an hour continuously 24/7 would it not ?
I feel there is much more to this situation than what it seems.

It's like doing a jigsaw puzzle when you don't have the cardboard box with the big picture on it, and half the pieces are missing ! For a start, all the bills would be useful, with personal info redacted, together with rental start and end dates. Go back and have a look at all the suggestions I've made.So many things have gone wrong that it seems to be a case of learning the very hard way and making sure you never make the same mistakes again. You're probably learning more at the University of Life than on your course... Sadly, much of it seems now to be water under the bridge, but the following damage limitation actions might be your best bet (as previously advised):-
- Make a Subject Access Request and get the recordings or transcripts of your calls to E.On. If they show that you asked to go on their cheapest tariff and they ignored you then you might be able to get the bills recalculated on a better tariff from that date onwards. Bit of a long shot, but worth trying.
- Chase up your flatmate to pay their fair share.
- Ask E.On for a payment plan.
