Underfloor insulation re: green homes grant

Hi all,
I am eligible for underfloor insulation with the green homes grant but have no idea how my home would be left after the work is done?

Will kitchen base units etc all have to come out too?  Downstairs W/C etc??

After the work is complete, is the customer left with solid concrete bare floors and no skirting?

Surely if a kitchen had to be reinstalled and all flooring/skirting renewed and plumbers reconnecting toilet, etc, etc, any low income family could not afford to have the green homes grant even if 100% of the cost of underfloor insulation was given.  The aftercosts to get the house liveable again would be far too great to consider having the grant in the first place?

    If its an older house you may have a suspended timber ground floor.  If you have a basement/cellar the work can be done from there.

    It's a mid 60s house with no basement.

    I'm pretty sure it is a solid concrete floor though.

    It still seems that even with a grant to cover the cost of thè insulation, a low income family could not afford the considerable cumalitive costs of new skirting, new flooring, reinstalling downstairs WC, kitchen base units, doors resized and rehung, etc etc 

    The £100 potential annual saving of the insulation would take decades to recoup the additional cost.
