Parking ticket from Parking Eye

Hi,
Just wanted a quick opinion on this, if permit holder defence would apply? Person X parked at hospital in a side street with a sort of layby including other cars parked there already. Is a sign posted at where she turned in to street saying 'staff permit holders only see signage for details' - this sign is large and clear. There are then smaller signs (1ft by 1ft) on posts along the layby where she parked which say 'no parking' in bold and then the usual smaller wording details underneath. Person X says they did not see any of the signs. It transpires from my knowledge this is a sort of overflow for the main large staff car park. Person X is not a member of staff. Was done innocently in good faith but now facing £70 fine. I am thinking the only weak defence here would be the permit holder one and even that may not be stand up? Any help really appreciated. I could not find anything in the sticky fyi regarding this but tried researching other threads etc. This is not a golden ticket imo - POFA 9(2) warning has been included.

Follow exactly the same route as you did with your last PE ticket.
I.e. start by sending the standard blue text appeal - just as you did before.
There really is no need for any forum involvement here until after your initial appeal is refused and if your PoPLA appeal is refused.2 -
I cannot see any defence , it's one of those mistakes with consequences , s### happens , sometimes people are bang to rights , don't see signs etc
Any win is on a technicality , like poor signage , no landowner contract , POFA etc, no tko equals a fail
Proving it's a penalty and trespass might work , citing Beavis , but is a long shot
The golden rule is check , check , check when a driver parks up
Assume you have broken the parking rules and will get a PCN , unless you know for sure you have permission and complied
Treat every parking space as a hostile environment
And with hospital's , always , ALWAYS complain to PALS , asap
Plan A in the newbies FAQ sticky thread

Thanks for the replies. With PALS there is only a phone number no email. Only 4 days to pay the fine.0

Is it a Golden ticket? Non POFA?PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Name the hospital , it may have come up before
It's not a fine , it's an invoice for perceived rule breaking or contractual breach of a parking contract
No private parking firm can fine you , or me , or Boris , they do not issue fines and are legally prohibited from using that legal word
It's a PCN , a civil invoice , not even an offence1 -

Have you sent that blue text appeal yet?
It took you over twenty posts before you sent that last time.
Stop asking questions. Get on with it.2 -

I understand/really appreciate what you are saying, unfortunately I have a lot less time than that previous appeal so was considering the strength of appealing early on. Will the blue text appeal buy time to pay only the 'reduced' amount of the fine if say the PALS/hospital complaint does not come through? How much time does it buy?
Many thanks.0
