DCBL Final Notice of Debt Recovery (Scotland)

Hi folks,
Hoping someone can quickly clarify something for me please? Asking on behalf of a friend.
The registered keeper received this 'final notice' from DCBL this morning after having ignored the previous letters. Should they continue to ignore? They are based in Scotland and have no requirement to identify the driver.

The ticket was originally issued by Parking Eye after an infringement at a hotel chain car park. The car park was apparantly completely empty so the amount they are demanding does seem completely unwarranted.

    Yes ignore a DCBL letter for Parking Eye in Scotland. The combination means they won't sue.

    If the driver was a patron of the Hotel they should get the Hotel to email P/Eye to simply cancel it and stop the distress.

    AND - please now make a real difference - A TASK FOR SEPTEMBER.


    THIS AFFECTS SCOTLAND TOO, BECAUSE (UNWISELY) THEY ARE ABOUT TO BRING IN 'KEEPER LIABILITY' BY COPYING THE POFA WORDING AND THEY ARE GOING TO BASE THEIR CODE OF PRACTICE ON THE NEW ONE THE ENGLISH GOVERNMENT ARE PREPARING THAT IS NOT YET FINAL!


    The Government is (this month only) consulting about a new statutory code of practice (CoP) and framework to rein in the rogue parking firms.  Read and comment on the draft CoP proposal and the enforcement framework consultation, and get everyone you know to do the same.

    You will need to register to comment on the CoP and enter an occupation even if you are retired or a homemaker, but otherwise it is easy to navigate, and comment upon each section/subsection individually. You can save comments to edit later and or submit comments once you are happy with them.

    At the very least, we say the parking charge level should be £50/£25 or higher level £70/£35, as per Council PCNs in E&W.  

    And we say the added fake 'debt recovery' costs are just double counting the cost of letters, and MUST GO because that is unfair and illegal.

    Please be heard.  You can bet the hundreds of PPCs will be commenting.

    The keeper should complain to the hotel and get them to get PE to cancel it.

    Nine times out of ten these tickets are scams, so consider complaining to your MP, sometimes it can lead to cancellation., i

    Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, and darfts have beenopened for publc consulatation,

    Just as the clampers were finally closed down, so hopefully will many of these companies, persistent offenders denied access to the DVLA database and unable to operate.

    Hopefully life will become impossible for the worst of these scammers, under new legislation but until this is done you should still complain to your MP, citing the new legislation.

    Can this thread please my situtation. I have spoke to CAB who have advised me to pya £160.
    I received a parking ticket for UKPC undisplayed parking ticket 12/5/19. I appealed on the grounds of owning a parking permit which i still have in my posession. During the initial appeal, where i showed the proof of the permit, I admitted I was driving.

    UKParking control reduced the fee to £15 but i missed the deadline to pay the reduced amount by 5 days or so. I did not follow up any process nor did i hear from UK Parking Controll. My POPLA code has expired.

    December 2020 i recevie a debt colltion letter from DCBL asking for the full amount and i have ignored this and the secdon letter. I know have a Final Notice of Debt REcovery letter from DCBL.

    As i said, Citizens Advice Bureau have advised me to pay.

    The CAB might be good at family affairs but they are totally useless with parking tickets
    THAT IS TERRIBLE INFORMATION AND ADVICE

    Thank you for replying. I don't know how to post a new thread. I suffer from moderate learning disabilities and sturggle to read which is why i called CAB.
