No refund on internal flight

Hi, any advice much appreciated. 
Like many our summer holiday was cancelled this year. Norwegian airline cancelled Our flights to USA approx 5 weeks prior to departure date and were great with refunds. 
Our Problem is the internal flight we had booked from New York to Florida which we should have taken 6 days after our arrival. We booked through Expedia and paid £677 but flights were with United airline. Expedia would only give us a credit note for United airline which we refused as we don’t know when we’ll fly to USA. The flights still went ahead so apparently not entitled to refund. 
Insurance company won’t pay out as cover doesn’t include pandemics although I took cover in Nov before Covid was mentioned. 
We booked on credit card but they won’t pay as flights still went ahead and basically it’s our fault that we weren’t on them. 
Any help much appreciated

    Not sure there are any other avenues.

    Given that the separately booked and organised flight actually operated, this is not a credit card issue, or even of concern to Norwegian, Expedia or United. 

    Travel insurance in these cases would be the fall back but it seems your travel policy was not good enough in terms of the cover you needed.

    The offer of the credit voucher may have been the best. 

    Sadly this is one of the pit falls of these DIY trips. When one element or problem arises it can cascade through your other plans. Liability often sits with the travel organiser and that is you on a DIY trip.

    Not all costs will be recoverable for everyone impacted by Cv19 and regrettably I think you may be one of the unlucky ones this time.

    @Westin as ever has provided sound advice  (even though unfortunately it might not be what you want to hear).

    Your contract with Expedia and United was for a flight from New York to Florida.  That flight went ahead, the service paid for was provided.  The fact you couldn't join the flight is not Expedia or United's issue. 

    This would normally be a travel insurance claim, but if your policy doesn't cover you then there's no other avenue to get the money back. The United vouchers were more than they had to do, and you should have accepted them to mitigate your losses.

    Many insurance policies only cover flights to/from the UK/your ‘home area’ (often defined as England/Scotland/Wales/N.I)  and not any other flights booked from another  destination to another destination abroad, in any case.
