It may seem like semantics, but it's actually entirely relevant. Low emission vehicles pay zero VED. Whenever some moron rants about cyclists not paying any 'road tax' it's helpful to remind them that zero is an entirely appropriate rate based on the CO² emissions.

To return the pedantry, since April 1st 2017 only zero emission cars pay zero VED.

Or when some moron rants about it being all about CO² emissions, it's helpful to remind them that vehicles with high emissions which don't use public roads pay zero 'road tax', which is an entirely appropriate rate based on zero road use
