I've found completing the form very effective in stopping the letters for a couple of years, after which they'll write or e-mail to ask you to confirm that you still don;t need a licence.

Yes, TVL says they will still write after two years because the original notifier may have moved out, which is understandable.
But if you really don’t need a TV licence then it’s perfectly safe to ignore any letters from them, including their threats to visit and ‘interview under caution’ (yes, had those letters as well). After all, if they can’t prove you watch live TV or BBC iPlayer then there is nothing they can do . . . apart from keep sending intimidating letters. Fortunately, their letters are clearly marked as being from TVL so it’s easy to bin them without opening, so even intimidating and misleading letters have no impact if you just treat the whole thing as a game.1
