BA Holidays Car Hire Refund

Hi,
Like everyone else, I had a holiday planned for this year...
Our flights were booked directory via Virgin and we had separate car hire via BA Holidays.
Unfortunately, our flights were cancelled via Virign (Still waiting for the refund request to be processed) so naturally, we have requested a refund from BA Holidays for the car hire.
Unfortunately, BA Holidays are only offering either a voucher equal to 100% of the value or a refund of 80% of the value - Quote: "This is based on the car hire booking being ground only and not a package".
Given the car hire is booked for two days from now I'm tempted to accept the 80% offer. However, it does feel a little unfair. Does anyone have any advice that would be useful in this situation?

What BA are telling you is correct. It’s a very fair offer if your original car hire reservation was non-refundable.1

Update: Missed some information from the original post, we originally paid X for our car hire, rearranged this for an additional Y.
I asked if it was possible to get a refund of 80% of X, but a full refund for Y (Given we rearranged the original back in April due to COVID). As a result, they offered to give a full refund instead.
I guess it pays to ask0 -
