Junior ISA and Help to Buy

I am after a little bit of help. 
My son opened a Help to Buy ISA and monies have been paid in monthly. He also has a Junior ISA.
I have recently found out the following
"16 and 17 year-olds can also contribute into the adult equivalent of a Cash ISA (not an adult Stocks and shares ISA), up to the £20,000 limit in the 2019-20 tax year. This is in addition to any money paid into their Junior ISA."
My query is can we pay into both. His Help to Buy provider doesn't think he is elligble. However, the Help to Buy is classed as a Cah ISA. His Junior ISA provider has told me he can only have one ISA.
Please can anyone help and I would be greatly appreciated.

    As per your quoted wording, 16 and 17 year olds can pay into JISAs and HTB (or other cash) ISAs concurrently.  Why did his providers offer an opinion anyway - did they do so unilaterally or were they asked?

    If you want a reliable answer to a question relating to ISAs, one of the worst sources of information is a customer services agent of an ISA provider.

    Fixed that for you!  And I should add that I mean no disrespect to those on the front line, but despite the amount of training they're given, they are human beings who make mistakes, and any verbal dialogue always risks misunderstandings on either side, plus flawed recollection of what was said, etc, so relying on published information is typically a sounder approach....
