Painting Victorian bay window

Hello
I had lots of flaking paint on my Victorian bay window so I used a scrapper to get off as much as possible. My problem is that there is still lots of paint left. I sanded it with sandpaper grit 80 but that hasnt helped. Any ideas how to get rid of rest? Also whats the best way to make good missing mortar?

Paint stripper - Klingstrip is apparently the bee's knees for thick layers of old paint.
When (if ?) you repaint, use a silicate based paint - This will allow any moisture absorbed by the stone to evaporate rather than being trapped behind the paint. Trapped moisture will freeze in the winter months and cause spalling and also cause any paint to bubble.
