Is it possible to build a driveway with these electrical/telephone boxes in front of the property?

I'd bet that there's no formal agreement and that yellow driveway owners happily drive over red zone whenever necessary. Obviously something to ascertain before purchase but I'd be open-minded about green driveway property.
On the original property, assuming the council would grant a dropped kerb (as others have mentioned this looks very tight), Openreach will quote for moving their equipment (https://www.openreach.com/network-services/altering-our-network). They might struggle to find a suitable place though given everyone else seems to already have a dropped kerb! I would guess even if it's possible you're talking several thousand pounds.
