Is it possible to build a driveway with these electrical/telephone boxes in front of the property?

Agreed.  Probably neither of them actually.

It just so happens that the one with green parking area is also on the market and based on the comments this morning I was thinking may be I should consider buying that one instead. So, assuming the neighbour has no RoW over the green driveway, please explain why buying the green one is a bad idea?
Well, how much parking space do they have left, once they've allowed enough room for the neighbours to get past (in order to comply with whatever the informal understanding is)? Shared driveways in general have plenty of scope for neighbour arguments, even if they are properly regulated by the title deeds.
. . . or they decide to park their car(s) right to edge of their land (green) and not leave adequate room for their neighbour to access their land (yellow).
I agree with the above comment that this has great potential for disputes.  Even if the current neighbours are reasonable, sensible people, who knows who might subsequently move in?

I'd bet that there's no formal agreement and that yellow driveway owners happily drive over red zone whenever necessary. Obviously something to ascertain before purchase but I'd be open-minded about green driveway property.

On the original property, assuming the council would grant a dropped kerb (as others have mentioned this looks very tight), Openreach will quote for moving their equipment (https://www.openreach.com/network-services/altering-our-network). They might struggle to find a suitable place though given everyone else seems to already have a dropped kerb! I would guess even if it's possible you're talking several thousand pounds.

The "red zone" is the pavement. It is illegal to drive along the pavement...

Yes, but that doesn't mean that Mr Yellow Drive isn't doing so!

As an aside, does anyone else have a scene from 'Airplane' now running through their head? 'There is no parking in the white zone . . .'
    It's not difficult!
