Southampton Town Quay Parking Ticket

Hi
First time posting and I hope someone can give me some guidance.
I have just received a PCN from Civil Enforcement for being in the above car park for 12 mins.  From what I remember the signage stated that you could park there for either 10/15 mins without charge.
My husband is disabled (Severely Sight Impaired) and was using the facilities at the Isle of Wight Ferry building across the road, we do have a disabled badge and this was clearly on show.
What do I do?  Ignore?  Respond?  If I need to respond what do I say?
Sorry for the all the questions but I am panicking and don't know what to do.....

    Blue badges allow you to park in the disabled spots in Private Car Parks BUT you do have to pay and to abide by the same rules that every other parker does.  Suggest you read the NEWBIE sticky that will give you all the information you need, especially the initial Appeal Template in BLUE  Was it a postal PCN or was it a windscreen ticket?  Did you receive the PCN as keeper?

    The Town Quay is subject to Byelaws, so no POFA.

    The Town Quay has always been ParkingEye turf. I wonder what's happened and if CEL have now taken over?  Are there a number of different car parks there?

    Nine times out of ten these tickets are scams, so consider complaining to your MP., it can cause the scammer extra costs, and in some cases, cancellation. 

    Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up later this year,

    Just as the clampers were finally closed down, so hopefully will many of these companies, persistent offenders denied access to the DVLA database and unable to operate.

    Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.

    Hi it was a postal ticket that came through today. Registered keeper I believe. I received it, yes....my hubby is sight impaired so cannot drive.

    In which case you appeal using the BLUE template in the NEWBIE sticky.

    Hang on, this person needs to state that a person in the car in disabled and that they need a longer consideration period than a non-sight impaired person, as set out in the Government consultation table about 'consideration periods'.  More time is needed for such people.

    However DO NOT SAY WHO WAS DRIVING IN THE APPEAL. 

    The person the letter is addressed to is the registered keeper and they must appeal as keeper.  Read the NEWBIES thread to understand why this is important to get right.

    NO SAYING WHO WAS DRIVING IN THE APPEAL BUT DO PROVE THAT A PERSON IN THE CAR WAS DISABLED.
    PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
