Flight change charges refund

I booked holiday with a company in Jan2020 going to mexico in Nov2020 paid deposit£600, had to change returning flight of holiday in feb 2020,paid £349 for flight change. The company has agreed for holiday rebooking for 2021,however the flight change charges has been deemed to be non refundable.
Please advice

Correct.
The service to make the original flight change was carried out and the cost to do so was incurred.
