New flat or new heating or new windows?

I am in the process of buying a new flat in Edmonton
I absolutely love everything about it but I am a bit worried about the fact that the place has old windows. I am currently working from home full time and I want to feel comfortable in harsh winters here
Does anyone have any suggestions on what should I do? should I replace windows or find another flat? Any advice would be appreciated.
Thanks

You need to start by making sure it has gas central heating. If it's all electric it will be very expensive.0

That rather depends on what "old" windows actually means. And whether or not it's a listed building or in a conservation area.
If it sticks, force it.
If it breaks, well it wasn't working right anyway.0 -
Is this Edmonton in Canada ?Never pay on an estimated bill. Always read and understand your bill0

Also depends on the terms of your lease. Do you need freeholder permission to change the windows?
