Horizon PCN in Quality Foods Southall

Hello guys, 
These forums are extremely helpful and with valuable information however I need a bit of guidance on how to appeal for a PCN . 
Horizon has sent a letter which includes pictures of my car and a time stamp of entry and exit. The letter states that:

“We have issued Parking charge notice at 13:47 as this vehicle breached the terms and conditions at Quality Foods Southall which Horizon parking LTD (the creditor) are authorised to manage. This parking charge notice has been issued for failure to pay for full duration of stay in brackets a (ANPR).

The terms and conditions of parking on this private land are clearly set out on the signage within the car park. By choosing to park within this car park, the driver is bound to these terms and conditions and conditions and is liable to pay a charge if the terms and conditions are breached”

Picture 1 shows my car entering at 13:20 and picture 2 shows my car leaving at 13:47. So the Duration stated is 27 minutes. 

My mother had gone into Iceland and quality foods for approximately that long and came back with a bag of shopping whilst the driver of the car had parked in the car park for that long and stayed in the car for the duration, but only stayed in the car just to tell a ticket inspector that the stay would not be for long. No inspector arrived. 
How do I appeal against this? And is there a template that someone can post here that I can follow?

    Why didn't you pay for the car park?

    Driving round a car park looking for a space is NOT parking.
    Sitting in the car in a parking bay - even with the engine running IS parking.
    Did you pay or is it a car park with a free parking duration if you shop there?

    Sorry but that is abusing the car park - never do that again. 

    We are not telling you to pay (you must defend the claim), but pay tariffs next time.  Sitting in a car IS STILL PARKING if it's for a period of time over the grace period (five minutes according to the BPA).

    I hope you've looked at the template defence thread and spotted the call for action, for everyone to add public comments to the two tandem consultations the Govt is doing at the moment to rein in the worst excesses of this rogue industry.

    Thanks for the replies. She went to Iceland and came back with shopping but she had told me that the parking doesn’t need to be paid as she had shopped in Iceland. I think the ruling is that if you shop in Iceland you don’t pay the parking fee or you get a refund. Hence why the parking was not paid because she had shopped in Iceland. 


    So should I appeal with this statement from the newbies thread.

    I dispute your 'parking charge', as the keeper of the vehicle. I deny any liability or contractual agreement and I will be making a complaint about your predatory conduct to your client landowner.

    There will be no admissions as to who was driving and no assumptions can be drawn. Since your PCN is a vague template, I require an explanation of the allegation and your evidence. You must include a close up actual photograph of the sign you contend was at the location on the material date as well as your images of the vehicle.

    If the allegation concerns a PDT machine, the data supplied in response to this appeal must include the record of payments made - showing partial VRNs - and an explanation of the reason for the PCN, because your Notice does not explain it.

    If the allegation involves an alleged overstay of minutes, your evidence must include the actual grace period agreed by the landowner.

    Thanks for the reply, I was on the assumption that I didn’t need a pay and display ticket because my mother shopped in Iceland, otherwise it’s only a £1 for I think 30/60mins of parking which is nothing.

    What did the Store Manager say when your family proved the spend that day and asked for the PCN to be cancelled with one email?

    They said that it was none of their business despite my mother showing the receipt that she shopped there on that day. I spoke to the manager and he said he couldn’t do anything as it was out of his control.

    in terms of the ceo and head office, I won’t receive a reply in time as the pcn appeal is due in 3 days. So I will copy and paste the paragraph in blue from the newbies thread and see what horizon say.
