    Oh, which gym is this if you don't mind me asking? Yes, I spoke to the manager in person and he claims his hands are tied and can't do anything in contacting the parking company. All they provided me for evidence is an entry log of each time I visited the gym but it seems useless because on the day, my entry was not even recorded due to technical difficulties.

    you can get some help on here, but we need some information to help you with.
     You can appeal/challenge it to popla, but going by your opening post/rant it wont suceed.
     They will determine that the driver failed to enter the vehicles details correctly and that will be that parking charge notice issued correctly.- it doesn't matter that the keypad/log in system wasn't working, wasn't available  or the driver wasn't made aware if it being in an obscure location. if the driver was unable to enter the number for whatever reason the BPA/POPLA will see it as the driver should not have parked.
     Its peverse, but thats what you are dealing with

    Civil Enforcement Ltd. Oh ok, so even if i appeal to POPLA explaining the situation it can still be rejected? What if I provide a witness statement explained that the computers weren't working?
    I went to the gym explaining to the manager that I got this ticket on this specific when the computers weren't working and they said that their hands are tied and can't contact them at all. They said they could only provide an entry log of each time I visited the gym but this is useless as my entry on the day wasn't recorded as the card reader wasn't working either due to technical difficulties.

    Would definitely be a help to you. You also need to obtain your own photos of the signage, particularly the instructions in relation to the necessity to input your VRM details into the gym tablet, and, importantly, what to do in the event of a computer malfunction preventing data input. 

    These are really important points and could be potential winners for you.   Go get your photos as well as working on the management to provide you with that witness statement. 
    Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

    It's the least they can do and would change your POPLA prospects.

    Bad news, the manager has left the gym so will be a while for a new manager to take over.

    They are a world wide chain

    You really need to know, for certain, who owns the car park. It is not usual for a gym to do so - unless they are an out of town set up. Looks like this chain are London based. CEL won't own the car park either

    So - is the gym stand alone or is it, for example, part of a shopping complex with a shared car park. Or is it like mine where we can use a local council car park. Or something else. Perhaps you could ask the gym who owns the car park

    Until you are sure on this then you don't know who to approach for a cancellation.

    Get a friendly reception person who remembers the system was down, to confirm that in writing, signed & dated, with the date it wasn't working.  They MUST know, because they must have had every single gym member who attended that day saying the same thing, except those who don't drive.
