ANPR Horizon Ticket at Sainsburys Help

Hello,
I have read a lot of threads in relation to the above including the Newbies one. I was still looking for a bit of advice as my situation may be a little different.
A couple of days ago I received a debt collectors letter from Dept Recovery Plus stating that I owed £140 for a Horizon parking fine at Sainsburys carpark in a nearby town. This fine apparently is dated 30.08.19 (over a year ago). I have never recieved a Parking fine from Horizon or any other letters in relation to this. The only reason I can think of is at the time I was moving address and potentially the fine could have gone to my old address. Still though, heard nothing for a year. Any advice on what to do? I assume I cant appeal to horizon given the time lapsed? I've got a ticket number and the debt collectors letter states it was anpr but other than that I have zero information about the actual fine.

Complain to the CEO of Sainsburys.
Tell DRP that you have moved and require that their DPO rectifies your address data and erases the old address:
info@drpl.co.uk
DRP need their own ref, not the PCN. Also ask them for copies of all the letters and ask which address was used by Horizon.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

In this instance it is OK as you are only sending an e-mail to the DPO not engaging in conversation or exchange of letters.kt2405 said:

Nine times out of ten these tickets are scams, so consider complaining to your MP., it can cause the scammer extra costs, and in some cases, cancellation.
Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up later this year,
Just as the clampers were finally closed down, so hopefully will many of these companies, persistent offenders denied access to the DVLA database and unable to operate.
Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.

The advice to ignore DRP is still sound. But this is a correction of address only. Apart from that, DRP are simply a useless parasite and not worthy of any other conversation.kt2405 said:

When you moved, did you update your V5 with the DVLA
And yes write to the CEO, hopefully providing receipts that you are a customer. Redacted bank / credit card statements are fineSainsbury's
