In my experience Vodafone have the best coverage for 2g.
You can get the same coverage for less £ with Lebara1 -

For the OP, try O2, EE or Voda, or MVNOs aligned with these providers (to generally get a lower cost and/or more flexible contract arrangement). Avoid 3 or any MVNO that is aligned with 3.1 -

You're right - they use EE. (Which should have been obvious ... I was mistakenly thinking they were owned by O2 but they're actually owned by BT).0
