Parking Charge Notice CPP

Hi,

First time user so apologies if this has been covered before. I have spent some time reading previous threads bit they were quite old and I wasn't sure if the advice etc might of changed.

I received this invoice (PCN attached) for not paying the car park fee at University Hospital Coventry.
When I came to leave the car park the parking machine did not recognise my registration (I entered it a few times to check I hadn't made a mistake).

I was unable to pay and had intended to email the hospital, as I assumed it was a system fault, but between returning to work and being at home with a preschooler I completely forgot.

I have emailed the hospital now to explain and to see what advice they can give, as I assume they are the landowners and therefore instruct CPP? I don't want to pay such a large amount of money for something I feel was out of my control.

Any advice would be gratefully received. Thanks

    Who did you contact at the hospital?  Did you go through PALS?

    Nine times out of ten these tickets are scams, so consider complaining to your MP., it can cause the scammer extra costs, and in some cases, cancellation. 

    Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up later this year,

    Just as the clampers were finally closed down, so hopefully will many of these companies, persistent offenders denied access to the DVLA database and unable to operate.

    Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.

    I emailed a general enquiries which came up as feedback@uhcw.nhs.uk, they advised me to email staff.parking@uk.issworld.com, who are apparently the company that employ the parking company?
    I submitted my email to PALS today via their online form, but have not yet made contact with CPP.

    Reverse shows they are using the POFA 2012 to hold you liable as registered keeper whether you were driving or not.  So, unlike in some cases, in your complaints there is no need to hide the fact if you were driving.

    Thank you for completing our online form. In the first instance please start the appeal process with CPP, details of how to do this are enclosed with your fine. Once your appeal has started  the process will be paused  and allow time for investigation. I will also notify our visitor parking team, they can be contacted by email on visitor.parking@uk.issworld.com

    I'm planning to submit an appeal to CPP referencing the reason the ticket was unpaid (machine fault) and also that the hospital and visitor.parking have been informed.

    Is there anything you would suggest that I should be including in the appeal email? Thanks

    There's a ready made initial appeal template in the NEWBIES FAQ sticky, first post, adapt that to suit as CPP meet PoFA requirements there's little damage you can do by identifying the driver. With the wording of the template CPP will know you're also getting forum help.

  • I couldn't find the NEWBIES FAQ Sticky - could someone please share a link?
    I did find some other email drafts to landowners using CPP and pulled together the below from those.
    Any thoughts would be appreciated.

    Dear Visitor Parking,
    I am emailing you regarding a parking notice issued on dd/mm/yyyy by Car Parking Partnership. As the landowner I would like to appeal to you to cancel the parking notice.
    Ref Number xxxx/xxxx
    Date of Event dd/mm/yyyy
    The vehicle was parked in your car park because I was visiting the xxxx at UHCW. When I came to leave the car park the payment machine did not recognise my registration number, which I entered several times to check in case I had made a mistake, meaning I was unable to pay for the parking.
    Due to the Covid-19 restrictions, and being classed as At Risk due to a pre-existing xxxx condition, I did not feel comfortable re-entering the hospital buildings to search for someone to help. In addition to this, it was raining heavily and there was another lady waiting to leave behind me, as I had driven my car up towards - but not blocking - the exit to pay due to not having a coat with me.
    I assumed there was a fault with the system and intended to get in touch via phone or email, however when I got back to work, I forgot to send an email to you about it.
    I have now received a parking charge notice for not paying when I left the car park. I have receipts for all the other times I have needed to visit the CRM and would have paid on this visit too, if the machine was working correctly.
    I cannot believe that the Foundation Trust is supporting the harassment of patients and visitors by using a private parking company, when all they are doing is issuing unenforceable fines and penalties to people who are often already distressed.   
    The penalties being issued are for £100 and in no way represent a fair charge. The amount being claimed in the parking notice is not a genuine pre-estimate of loss to the Trust and is wholly unfair. 
    I will be required to visit the xxxx for further tests and follow up appointments in the coming months. I am happy to arrange payment for the original cost of the parking which, based on previous visits, would have been £2.80. 
    I feel the circumstances of the situation should be taken into consideration by yourselves. As such, I kindly request that you issue a cancellation letter.
