Economy 7 - Electricity meter problem

Hi,
I moved into a property in July and the lanlord said the electricity was on economy 7, and indeed the immersion heater and electric heaters are wired foe E7 (two switches and leeds running to them).
The Electricity company is saying that the meter (Secure Liberty 100) is only single rate and thus are charging a single rate. I tried switching providers but everyone says it's a single rate meter., in fact i've just had a switch declined due to this issue.
Where do I stand?

Do you have storage heaters? If not, E7 may not be worthwhile. It's quite possible that a cheapskate landlord has replaced old storage heaters with cheap panel heaters which will cost a fortune to run and would be even more expensive on E7 where the daytime rate is higher than standard rate.Sounds like you may have been mis-sold. If you do have storage heaters you need to get the meter changed (probably free) and wired up to the E7 circuits (probably chargeable, but the landlord should pay).Unfortunately, unless you have evidence that the landlord stated it was E7 you may not find it easy to get the landlord to pay !0
