Confused about Vodafone ETF/final bill


I’m in a 24 month contact with Vodafone ending on 22nd September 2020, and looking to cancel and move to Smarty. My monthly bill is £24.16, taken by direct debit around the 1st of the month. Right now it shows as pending from my bank, and the bill on MyVodafone shows it covering 21st August-22nd September.
So my question is, why when I requested a PAC code was I told that my ETF would be £11.63? Surely I have paid all 24 of my bills now, and should be able to leave? If I don’t cancel by the 22nd, will another £24.16 bill be generated that I’ll have to pay? If I use my PAC code today, will I be billed for 2nd September-22nd September twice, once in the £24.16 bill I’ve already paid and once in the ETF?
Does anyone know the best time to switch to Smarty, my billing cycle doesn’t start until I activate the SIM so I can do it any time this month, I’m just hoping to minimise the ETF from Vodafone. Should I wait until the 21st?

use the PAC code as close to the billing date as you can, that way the ETF is lower (assuming you are out of contract at that point) as they bill you up to the day the number leaves the network or the contract end date if there is still time on it.Remaining Debt - starting - £1609.44/current - £1457.731

The contract ends on the 22nd, if I use the PAC on the 21st my ETF should only be about 1/31 of my monthly bill?0
