Is this what my heating uses?

I have a BG smart meter and IHD 
I have just turned my heating on and the display shows a usage of 4.027.
Is this what my boiler will use until the thermostat kicks in?
I thought since it is a 28kWh boiler it would use 28kWh to heat the water

    You're confusing kW with kWh.  Your car may do 70mph but it doesn't mean you've travelled 70 miles today.

    Not really, what I mean is if I switch on an electric appliance rated 345 watts the IHD  shows 345 watts so if I turn on a gas appliance and the IHD show 4.027 kW.
    That means if the gas boiler is on for an hour it will consume 4.027 kWh and not the 28 - 32 kW it is rated at.
    Though it is now showing 12.487

    Your photograph clearly shows that today it had used 8.93 kiloWatt hours, not that it was using 8.93 kiloWatts at that instant.
    Energy and power are not the same, nor are distance and speed.

    Modern gas boilers don't always work flat out - usually they turn themselves down for heating and full on when you run the bath.  Same thing as my stove top will have a maximum gas rating, but if I have one ring simmering rather than four running full tilt I won't be paying for its maximum.

    The gas boiler may modulate output depending on demand on the system.
    For example with one radiator demanding heat it may only burn 4kW of gas due to the small differential between flow and return temperatures, but 10 radiators all demanding heat will increase the instantaneous  reading as the burner modulation firing rate will need to increase.
    You should get full reading with heating and hot water on together. If boiler is oversized for system it may never reach full 28k capacity.

    if your IHD is set up correctly, then hit the wee £ icon, should give you usage in monetary values.

    Which is totally useless in telling you how many kW have been used as that figure also includes the standing charge.
    I have been charged 52p for 15.38kWh  since midnight, what is my tariff?

    Hi,
    sorry for the useless information.
    Well, if you go through the menu, (hint, press the menu icon and scroll) you should find your tariff, or look at your last bill, that's another hint.
    Edit: here's a clue, though involves some arithmetic, deduct your standing charge from the 52p then divide by 15.38.
    Any problems somebody will help you out.
