Don't forget there is more to the draft CoP including (I think) an alternative tiered model. Things like a proposal for £100 charges or more are what people making comments need to address; the MHCLG are listening I am sure. Also, the discount period should be 21 days (not 14) because 21 days is what you get from a postal PCN (reg 10) on street, to allow the keeper who may not see the notice straight away, time to pay at the discount if they wish = £25 on street.
As some 80% or more of private PCNs are issued by post, the 21 days discount should be offered.
Oh, and the Charter should say that people who later show their valid Blue Badge, pay £0.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

In the Beavis case the judgement was given by Supreme Court judges who are on a salary of £226k+ per year. £100.00 is a drop in the ocean to them. Probably a bottle of claret. £100.00 is a lot to a person on a minimum wage zero hours contract. It could be the difference as to whether they eat or not.
