Opening a new ISA alongside a help to buy ISA

Can you continue to pay £200/month into a help to buy ISA and deposit a large sum into a new ISA please?

Depends what you mean by new ISA?If you mean cash (Edit: if not with same provider see caveat below) - then no.
If stocks and shares/innovative finance/lifetime - then yes.1 -
Caveat to the above - there are a small number of providers offering 'split ISAs', which would allow you to pay into both a HTB ISA and a non-HTB cash ISA concurrently with the same institution: https://www.moneysavingexpert.com/savings/best-cash-isa/#accordion-content-0334234523-31
