There is only one person who is flawed here and it ain't me. I would suggest getting your facts right before commenting on here, or failing that at least do so with a touch less arrogance. You could do well by reading up on the meaning of the word "humility".0 -
Yes it costs them about £30 unless they duck out.
But the important thing is to check whether it's a POFA NTK so you can plan your action for POPLA. CEL used to not have any 9(2)f POFA wording, then they briefly hid it on the back (top) in a section about hirers. Then they stopped and we saw non-POFA ones again.
So you do need to check for 9(2)f - the warning about you being liable and that they can 'recover the outstanding parking charge from you after 28/29 days...' depending on how they phrase it. Look on both sides. It's either there saying you will be liable, or it's not.
Main thing though is to exhaust PLAN A from the NEWBIES thread, first! Not appeal!

But I would agree with your statement being more likely ie. on appeal being heard only, since it wouldn't fit with the PPC's being happy to take it to POPLA knowing that they may invariably fail.0

The scammers issue a PoPLA code.
The motorist submits a PoPLA appeal which the scammers get to read.
If the scammers think they will win they pay PoPLA £27 plus VaT.
If the scammers think they will lose they tell PoPLA they are not going to contest it. They do not then have to pay PoPLA anything saving themselves the £27 plus VaT. In other words, not contesting a PoPLA appeal does not cost the scammers anywhere near £60. I believe this is what KeithP, who is one of the volunteers here was trying to get across.

Fruitcake: I posted in good faith and made reference to a previous post that mentioned PPC's having to pay a fee for the POPLA process. All KeithP had to do was reply with the explanation of his understanding that the POPLA process is FOC until the appeal is considered further. But no he chose to reply in a less than polite manner.0
