Statute barred means they will not come after you, write to you, send bailiffs, take you to court etc for the debt. It doesn't mean you don't still owe it. They have the right to set off any redress you might have had against your unpaid debt. You may be able to get the interest portion of the redress, you will have to write to them, explain your situation [ do not tell them they are being nasty/evil or any variation of that] and ask them if they would consider returning the interest element to you. If they say no, you can also forward this part of your complaint to the FOS to see if they will agree.
Unfortunately for you, if you did employ a cmc you are obliged to pay them even if you didn't receive anything.
For help with your income, you will probably have to make a claim for Universal credit. Go to the benefits board, or turn2us or entitledto websites.
I'm still none the clearer on what the issue is, apart from a lack of income, but this isn't the right board for advice on that.

Because you didnt pay your debt.. Theyre are not going to 'let you off' on your debt AND pay you money on top of that.
You are not being asked for any money from your £82 a month (which is wrong, you really need to get on the benefits board...)
You are simply being told 'yes you can have PPI money, but its being paid to the people you didnt pay.'
As per my earlier response, I feel the creeping hand of a CMC in here which almost certainly will have to be paid from the £82. Cheryl, did you use a claims management company for this complaint or did you do it yourself?

I think the OP is trying to say that she has been contacted by Arrow Global, who are a specialist debt purchasing company, about a statute barred debt that she reclaimed PPI on 12 years ago (although what the relevance to the PPI is I don`t know).
Am i correct in thinking Arrow have recently "resurrected" this account, and have started chasing you for it, is that your issue ?
If it is, the debt is long since dead in the water, some companies, and Arrow is one of them, specialise in buying old SB accounts, and attempting to collect on them, even though they know they are well past the limitation period.
If this is your issue, and your sure the debt is statute barred, then send Arrow this letter -
