Ryanair runaround

I booked 4 flights before covid and 3 have been cancelled but 1 still going ahead this is a return journey. I have spoken to Ryanair 7 times, filled in a complaint form, sent a recorded letter and filled in an online form for a refund. They have ignored the letters and forms and each telephone conversation has been with different options. Each time i speak to them I am told I am entitled to a refund and they will escalate it. is there a governing body I can complain to or can I claim the money back through a court. I can not use the English small claims court because they are in Ireland. I did pay by Paypal Credit not a credit card. Any help and advice would be much appreciated

If they flight is still going ahead, why have they told you that you are entitled to a refund? Odd, because in 99.999% of situations you certainly would not be entitled to one.
Govenment restrictions are not enough to get a refund from a Ryanair flight, speak to your travel insurer.0
